Boy Scouts Simon Kenton Council Changing Background Checks

The Boy Scouts of America are changing their background check policy after a Westerville leader was convicted on a public indecency charge. Joseph Rice was arrested earlier this year in Delaware County after he was seen masturbating by a woman and her daughter inside a United States Postal Service truck while at work. Rice had been charged with similar offenses in 2002 and 2006, but the Simon Kenton Council where he was a with Troop 560 says they didn't know about them. The Simon Kenton Council says starting next year, background checks for troop leaders will be performed every five-years, as opposed to just once when a leader starts.
